This is a logic errors bug
The wrong operator, an inverted condition, a formula the right way round but backwards.
What went wrong: set() removes repeated letters, so "aab" and "abb" both become {"a", "b"}. The counts are lost.
The fix: return sorted(a) == sorted(b)
Remember: a set tells you which items appear, never how many times.
The pattern behind it: logic errors.
