This is a logic errors bug
The wrong operator, an inverted condition, a formula the right way round but backwards.
An if/elif chain stops at the first condition that is true. 15 is divisible by 3, so the first branch wins and the FizzBuzz branch can never be reached: every multiple of 15 is also a multiple of 3. Order conditions from most specific to least specific, so the case that overlaps others is tested first. Whenever one branch of a chain can never run, look for a broader condition above it.
The pattern behind it: logic errors.
